On April 8 2021, we invited about 1,500 budget officers, business officers, and other local government leaders to complete the COVID-19 Fiscal Impact Survey. We will collect and compile responses over the coming months to develop a temperature check as the fiscal year closes.
The survey received endorsement from local government organizations throughout the state.

SCAG’s partners at the University of Southern California and Occidental College have launched the Fiscal Survey of Local Agencies to assess the impact of COVID-19 on local governments in Southern California. The 10–15-minute survey asks budget officers, city managers, county administrators, school district finance directors and others about the ongoing effects of COVID-19 on their agencies. CalMatters recently featured the results of Phase 1 of this survey which covered Northern California. Since the beginning of the pandemic, SCAG has studied its economic impacts, transportation impacts and local vulnerabilities. The findings of this research promise to help SCAG’s local jurisdictions understand and articulate their needs further. We encourage and appreciate your agency’s participation – your agency’s budget officer will receive a link to the survey later this week. Please encourage them to complete the survey.

As the state makes significant headway with vaccination and the number of COVID-19 cases continues to decline, local government agencies are at the forefront of restoring services while keeping people safe. A team of researchers at USC, Occidental College, and UC Davis designed the COVID-19 Fiscal Impact Survey to assess the fiscal position of municipal and county governments and school districts in the state of California. The goal is to deliver pertinent information to policy makers and budget officers like you in this fast-changing environment. The budget officer for your entity should receive an email with a link to the survey on April 7, 2021. Please encourage them to fill out this important survey.
