In Latin America certain groups of citizens have been historically disadvantaged. Their situation has been recognized as a problem, as a social debt, to different degrees throughout the region. Thus, many initiatives have focused on women, indigenous peoples, Afro-descendants and other minorities, and sought to overcome and prevent discrimination.
